This article discusses the management element viz. cultivation system of personnel and technology by combining the characteristic of hydro-engineering of investigation and design industry under people oriented conception, provides reasonable mode of technological management, which has the advantage of exerting core function of professional technology and outstanding people to accelerate the sustainable development of enterprise for reference.
