在陆上石油对外合作中，作业者投资的相当大比例是由采办部门支出的，因此，搞好石油对外合作中的采办管理，对降低石油作业成本，提高经济效益，具有十分重要的意义。结合海洋石油国际合作的实践，对国际石油合作中的采办机构、采办思想、采办方法与采办策略等作了简述，以期对陆上石油国际合作有所裨益。
