建设节约型政府的财政政策研究

A Study on Fiscal Policy for the Construction of Economizing Government in China

建设节约型政府是中央为了贯彻落实科学发展观、实现全面建设小康社会宏伟目标所做出的一项重大战略决策。本文理论与实际相结合,深入论述了节约型政府的基本内涵和重大战略意义,阐述了财政政策在推进节约型政府建设中的全面保障作用和制导作用,并针对当前我国节约型政府建设中行政成本方面存在的问题,在借鉴国际经验的基础上,提出了当前及未来中长期运用财政政策推进节约型政府建设的思路和建议。

To build an economizing government is the important strategy for the implementation of Scientific Outlook on Development,and completely fulfilling the goal of bringing China into a well-off soci- ety of a higher level.Combined theoretical analysis with practical activities,this paper illustrates basic scope and goals of an economizing government,and the dominant role the fiscal policy will play to the construction of an economizing government.In order to reduce administration cost, based on the international experiences from lessons,the paper proposes some suggestions to boost the construction of an economizing government with fiscal policy in the intermediate and long future.
