管办分离是医药业“三改联动”的必由之路

Separation of Supervision from Management:a Must for China's Health Care System Reform

"三改联动"可以概括为"一体两翼",医疗卫生制度改革是主体,医疗保险制度改革和药品流通体制改革是两翼。基于我国国情,"管办分离"最简洁的方法就是将各级国有医院从卫生行政部门移交各级国资委。同时在社会医疗保险制度改革中实行管办分离,激发医疗保险机构的信息功能和谈判功能以强化医疗供方声誉机制,带动药品流通体制改革。

＂Interaction of three systems＂ can be summarized as ＂one body and two supporting wings＂. The reform of health care delivery system is the main body, while the reform of health insurance system and medicine circulation system are two supporting wings. Separation of Supervision from Management is a must for China＇s Health Care System Reform. The breakthrough is to separate supervision from management. Considering our nation＇s actual situation, the clear-cut way is to remove the hospitals at all levels affiliated with relevant administrative organs to the charge of State-owned Assets Supervision and Administration Commission （SASAC）.At the same time, we should separate supervision from management in health insurance system so as to stimulate the information-searching and negotiating functions of insurance companies, which in turn will strengthen the provider＇s reputation mechanism.
