由于不同时期人类对自然环境、生态系统以及人类自身认识程度的不同,环境立法理念经历了变化。环境立法理念的转变和更新是决定环境立法目变迁的根源。在学理上对环境立法理念的历史发展和变革予以探讨,将有助于把握对环境立法目的的准确认识。因此,本文拟从环境立法理念的角度入手来揭示环境立法目的。

The legislative idea of environment law has undergone historical transition because of the different understanding degree about the natural environment, the ecosystem and human beings. The transition and renovation of legislative idea of environment law is the root of the transition of legislative aim of environment law. Discussing the historical development and innovation of the legislative idea of environment law academically helps to grasp the leg- islative aim of environment law accurately. So this article reveals the legislative aim of environment law from the angle of legislative idea of environment law.
