城乡统筹规划中我国集体建设用地管理及流转研究

The Research in Management and Transference of Rural Collective Construction Land in the Overall Programming of Rural and Urban Areas

现阶段农村集体建设用地流转已经成为普遍现象,建设用地的非规范化流转也已经成为阻碍农村发展的重要障碍。因此,在研究我国农村建设用地利用和管理现状的基础上,分析我国农村土地制度限制城乡统筹规划的因素,并提出规范化流转管理的建议是促进农村规划,推动城乡统筹规划的需要。

Currently non-norm rural collective construction land transterence has already become wlaespreao phenomenon,and it has already become the important obstacle of the development of rural. Through studying the present conditions of using and management of rural collective construction land, we analyze the restrictive factors of the overall programming of rural and urban areas which the rural land system resuh in, and put forward suggestions about norm rural collective construction land transference.
