楔入“破窗效应”营建我国行政监督环境

The Construction of Chinese Administrative Supervision Environment Based on "Broken Windows Effect"

转型期的我国行政监督面临着一个复杂的、多元化的全球大气候,这既是机遇,也是挑战。对此,应该在分析行政监督环境的相关结构要素的基础上,找出我国行政监督的主要症结,并引入"破窗效应"的思维模式,从不同层次、不同方面、多维度上探求既能楔入行政隔离带、链接行政系统的内监督环境,又能营建基于政治价值取向、社会人文氛围和法制建设框架的外监督环境,进而积极有效地应对、控制和解决由于行政环境恶化所引起的"引爆点"边界问题,实现在阳光监督下的和谐行政氛围。

The complex and diversified global condition has provided both an opportunity and a challenge to construction of administrative Supervision in China. This paper tries to employ the thinking mode of ＂broken windows effect＂ to analyze the relevant elements in the administrative supervision environment in respect to political values, society cultural atmosphere and legal system. It deals with the problems of the ＂ detonated points＂ caused by administrative corruption while argues that they can be controlled, resolved and supervised under the sun in harmonious atmosphere.
