摘要
按照《党政领导干部选拔任用工作条例》要求,将"德、能、勤、绩、廉"作为五个一级考核与评价指标;通过问卷调查、个别访谈、座谈会等方法建立二级指标项目池,按照合理性、完整性、可操作性等原则,选出23项二级指标。采用特尔斐法获得各级指标的重要性排序,采用层次分析法建立各级指标权重系数。专家、干部、群众一致认为德、能、勤、绩、廉一级指标中",德"、"能"是最重要的,且"德"是第一位的。二级指标重要性排序,在"德"方面,政治立场、理想信念、品德修养、职业道德同等重要,是考核指标体系中的"重中之重"。
The five items of "morality, capability, diligence, performance and honesty" were selected as the first level index, according to the regulations of the cadres' selecting and appointing. Through questionnaire, individual interview and symposium, the alternative repertoire of second level index was established, from which twenty-three second indexes were screened out based on principle of rationality, integrity and feasibility. The importance ranking of indexes in different level was determined with the Delphi Method and their weight coefficient was calculated with analytic hierarchy process. The experts, cadres and masses all agree that "morality" and "capability" were the most important ones in the first level indexes; especially the former should be given top priority. In the importance ranking of second indexes under the "morality", political stand, ideals and beliefs, self-cultivation, and professional ethic were equally important. All of them were the foremost important items in the index system.
