The Reform of Cities' Managerial Departments in Late Qing

1901年到1911年的清末新政时期,城镇政府管理机构朝着司法与行政分开的趋势发展,出现了如警察和城市自治组织等管理机构,清末新政时期的城镇管理机构改革,蕴含了许多现代性的因素,它是中国城市现代化历程中有益的初步尝试,对当时及其以后的中国城市管理改革有着深远影响。

During the time between 1901 and 1911,Qing＇s government had tried to make a modern reform in political aspect. In this period ,the legal department and the administrative department were making a separation from each other in many cities ,the police and the autonomous organizations started to appear. The transformation with a lot of modern factors occurring in cities at that time, was a special beginning in the process of cities＇ modem advancement in China for its eneficial attempt, and had made a profound influence to the development of Chinese cities.
