针对目前水利施工企业成本管理中存在的认识不到位、缺乏控制依据、缺乏激励机制等问题,提出施工企业提高竞争力的关键在于改革、强化项目经理部管理体制,其重点和核心是工程项目的成本管理。并提出成本控制的内容、方法和措施。
