The game theory studies on the strategy behaviors, which focuses on the rational individuals how to make decisions when they depend on each other. The police facing emergency events have the characteristic of the game. The game theory affects the action of the police facing emergency events from three aspects ： it offers the idea for the action from the concept level; it offers the reference for the action from the system level; it offers the scheme for the action from the strategy level.
