对潜指挥信息保障系统评估指标体系,分为评估目标、一级指标、二级指标和底层指标4个层次,其中一级指标包括信息获取能力指标、信息传递能力指标、信息处理能力指标3部分。该体系的构建通过选择参评指标、划分体系层次、标准化指标数据、确定指标权重,以及构建测评指标体系模型等步骤得以实现。

The index system, evaluating command information support to submarines, includes four layers： the evaluating target, layer I, layer II and the bottom layer. Its layer I indexes include information acquisition index, information transfer index and information processing index. System construction steps consist of choosing index, dividing the layers, standardizing data, ascertaining the weights and setting up index system frame.
