关于煤矿安全长效管理机制建设模式的探讨

On the formulation of long-lasting coal mine safety managerial mechanism

阐述了安全长效管理机制的内涵,提出了以安全经济效益为核心,以加强安全文化、管理制度和安全质量标准化"三项建设"为主线,以"四大体系"为支撑,通过实施全员、全方位的风险预控管理,形成有机协调、能够自我完善和自我控制的煤炭企业安全管理运营模式,最终使企业生产达到本质安全,实现稳定、和谐、可持续发展。

On presenting the contents of long--lasting coal mine safety managerial mechanism, this paper puts forward the formulation of such mechanism which includes mine safety oriented mine economics, intensified safety culture cultivation, reinforced mine safety managerial system and safety based quality standardization. On the basis of the aforesaid four ＂pillars＂, mine safety risk pre--control management is to be enforced with the participation by all work forces at all work posts in coal mines. This is to formulate better coordinated operational coal mine safety management mode that can self--improve for higher efficiency and finally reach the target of intrinsically safe production aimed at stable, harmonious and sustainable development of coal mines.
