On Intra-party Democracy:Its Safeguard and Boundary

政党内部民主是国家民主在政党内部的修正适用,其基本内涵是保障党员的民主参与权,建立政党意志自下而上的形成机制。基本权利保障、党内组织民主和政党捐赠管制是政党内部民主的基本保障机制。国家民主在政党内部的适用存在一定的界限。这一界限为党员基本权利的适当限制提供了正当性基础。

Intra-party democracy is a modified form of national democracy, the core of which is to guarantee democratic rights of the party members and to construct the formation mechanism of party will from bottom up. The guarantee of fundamental rights, intra-party organization democracy and regulation of donation to the party constitute the basic safeguard mechanism of intra-party democracy. There are some boundaries when national democracy is applied to the party, which justifies the restriction of the party members＇ fundamental rights.
