数字化城市管理新模式标准体系建设

Establishing Standard System of the New Schema for Digital Urban Municipal Supervision and Management

随着体制改革的加快、越来越多的高新技术手段的应用,建立和实施新的技术标准体系迫在眉睫。在管理体制的变革进程中,旧有的管理模式、作业流程、技术标准被修改或破除,而新体制下的管理模式、作业流程、作业标准体系又亟待建立和实施。特别是数字化城管对数字化技术的依赖程度非常高,如果没有各项标准作为前提,也无法发挥作用。因此,数字化城市管理系统的开发、推广和应用是以标准体系的建立为前提的,没有各个阶段相应的标准规范,数字化城管新模式将寸步难行。

With the acceleration of structural reforms, and the application of more and more high technologies, it is imminent to establish and implement a new technical standard system. In the process of changing management system, the old management schema, work flow, technical standards sbould be emended or abolished, and the new ones need to be establish and implement under the new system. In particular, the new schema for digital urban municipal supervision and management relies on digital technologies highly. If there are no technical standards as the premise, the new schema is unable to play a fundamental role. Therefore, establishing standard system is the premise for developing, generalizing and applying of the digital urban management system. Otherwise, the new schema can＇t be progressed even a single step.
