Establishing Management Mechanism with People as Basis and Promoting Railway Construction

为给深化标准建线注入新活力，把以人为本的管理引入建线载体，为此，从三方面作了论述。即：明确人本管理在建线中的定位；建立以人为本的建线管理机制；

In order to pour new energy into standardized railway construction and bring management with people as basis into railway construction,the paper expounded the following three aspects.They are(i) making clear the position of management with people as basis in railway construction;(ii)establishing the management mechanism with people as basis;and (iii)three relationships which should be well handled when implementing management with people as basis.
