我国古代政府救助思想探析

A Study of Thoughts of Government Relief in Ancient China

基于"以民为本"思想,我国古代历来有政府救助的优良传统,并形成了相对系统的政府救助思想。这些思想涉及灾害救助、特殊救助等方面,并有严格的政府救助管理、监督制度和程序。我国古代政府救助思想虽然有一定的历史局限性和不足,但在历史上确实为维护政治稳定、社会安宁起到了重要作用,而且对当今我国政府救助制度的建立、政府救助体系的完善具有一定的借鉴价值。

Based on the ＂people-oriented＂ thoughts ,ancient China always had a good tradition of government relief, and formed comparatively systematic thoughts of it. These thoughts involved such aspects as disaster relief and special relief with rather strict official management, supervision system and procedures. Although the thoughts of government relief in ancient China had some historical limitations and defects, they really played an important role in maintaining the political stability, social tranquility and above all, they had value in the establishment and perfection of the relief system for the government today.
