Analysis on the Effects of Grain Direct Subsidies Policy in Jilin

吉林省2004年开始实施对种粮农民的直接补贴政策。粮食直接补贴政策的实施对粮食供给能力、国有粮食企业的市场化改革以及农民收入等都产生了一定的积极效应。但政策对粮食增产和农民增收的促进效应也存在递减趋势,需要通过现行农业补贴方式的完善和创新来更好地发挥各项补贴政策的协同效应,保障实现粮食增产和农民增收目标。

Jilin Province started the implementation of the direct subsidies policy to grain farmers in 2004. The grain direct subsidies policy has some positive effects on the province's grain supply capacity,the market-oriented reforms of state-owned grain enterprises,and the income of the farmers. However,the policy’s effect on the increase of grain output and farmers’ income has the trend of decreasing. Perfection and innovation on existing agricultural subsidies mode is needed to give better play to the synergies of subsidy policies,and to ensure the realization of the objectives for grain output and farmers incomes increase.
