摘要 目的了解四川省疾病预防控制体系2003—2007年人力资源动态变化及影响人员素质的相关因素,为制定四川省疾控体系人力资源规划提供依据。方法设计调查表分别于2003年、2005年和2007年,对全省疾病预防控制机构工作人员进行普查,对抽样的49个疾控机构进行跟踪调查。结果全省三级疾控体系总体,小于25岁和25~35岁年龄组人员比例不断下降,其他年龄组的人员比例均出现不同程度增加;无学历和低学历人员比例不断降低,5年间大专及以上学历人员比例从38.74%增加到42.36%和49.22%;高级职称人员比例略有增加,中级职称人员比例略有下降,初级职称人员比例略有增加;经费紧张仍然是疾控体系面临的首要问题和困难,上级培训和进修学习仍是疾控人员主要的需求,突发公共卫生事件处置和急性传染病控制仍是疾控人员面临的主要公共卫生问题。结论对比3次调查结果,显示5年来四川省疾控人才队伍建设得到进一步加强,人力资源素质得到较大的提高,结构得到较大的优化。 Objective To know the trend of human resource of CDCs in Sichuan, to analyze the factors that affect ability of staffs, so as to provide scientific evidence for framing human resource developing programms. Method The condition of human resource in all CDCs of Sichuan was investigated, and follow-up study was made in 49 CDCs. Results In 3 levels CDCs in Sichuan the proportion of staff under 25 and 25 to 35 years old was descending, but other years group increased. The percentage of sfaff with low educational levels was descending. The persons who had at least completed junior college education increased from 38.74% to 49.22%. The technic staff with high level or primary level title of professional post slightly increased and those with middle level shghtly decreased. The outstanding difficulty of the CDCs was short budget, and the primary demand was more training. The most important health questions were management of possible health eventualities and control of urgent infectious disease. Conclusion In the past five years, the staff ability in CDC are raising, and the structure of age, knowledge etcy are optimized.
