转型期城市形态演化的空间政策影响机制--以扬州市为例

THE MECHANISM OF HOW SPATIAL POLICY HAS BEEN INFLUENCING URBAN FORM CHANGES IN THE TIME OF ECONOMIC AND SOCIAL TRANSITION——WITH YANGZHOU AS AN EXAMPLE

在当前我国经济社会转型期,由于内外环境的变化,地方政府的空间政策强烈影响着城市的发展,需要得到广泛的关注。文章通过对扬州1990年代以来推行的一系列空间政策和同时期城市形态演化以及可能的变化趋势进行比照,试图剖析空间政策对城市形态演化的影响机制,重点对行政区划和规划之间的矛盾冲突如何阻碍城市空间发展目标的实现进行了阐述。

In the time of China＇s economic and social transition, due to the changes in the intemal and extemal environment, the local government＇s spatial policy has strongly influenced the city＇s development, which needs to be widely concerned. Based on the comparative analysis of the spatial policies implemented by Yangzhou Government since the 1990s and urban form changes, as well as possible changes in the near future, the author tries to reveal the mechanism of how spatial policy has been influencing urban form changes, with an emphasis on the explanation of how the conflicts between planning and administrative divisionshas been hindering the achievement of development goals.
