摘要
广州市环卫管理体制改革是行政体制改革的有机组成部分,它对事业体制改革,尤其是公用事业体制改革,有着深刻的借鉴意义。广州市环卫管理体制改革总体上来说是成功的,它实行了政事分开和管干分离,降低了政府成本,提高了公共服务效率,为进一步的改革奠定了良好的基础。但广州市在进一步的环卫管理体制改革中,必须解决好改革发展不均衡、市场有效监管不足等问题,而这些问题,完全可以通过采用五项战略、妥善安置分流人员、改善收费方式、建立城市综合管理新模式、加强和完善市场监管制度等来加以解决。
Being an organic constituent of the administrative organizational reform in Guangzhou,the reform of public sanitation organization is of great significance to inspire and instruct the enterprise organization reform,and that of the utility,in particular.Generally speaking,it has resulted in a success by splitting the government from the enterprise,reducing the government costs and enhancing the public service efficiency,and has laid a good foundation for further reform,which appeals for resolution of problems like wideness and deepness of the reform,arrangement of the laid-off workers,inefficient charging,inappropriate administrative execution,lack of supervision mechanism and so on.Accordingly,measures shall be taken to tackle these problems.
