试论公共行政过程中的责任冲突及其化解

Discussion on Responsibility Conflict and Its Resolution during the Process of Public Administration

行政责任是建构现代公共行政的核心概念,也是支配政府行为的内在价值取向。本文从行政政治责任、行政法律责任以及行政道义责任这三个层面出发,分析探讨了行政责任的基本内涵,并通过对公共行政实践过程中存在的责任冲突(权力冲突、角色冲突和利益冲突)的剖析,指明在现实生活中,行政责任的实现是困难重重的,我们应全面考虑外部控制和内部控制两种途径,以增进公共组织中的负责任行为。

The administrative responsibility is the core to construct the system of a modern public administration and the determinant to orient the internal value of the government behavior.Starting from the administration political liability,the administration legal liability as well as administrative morality and justice responsibility,the article discusses the definition of administrative responsibility.Through the analysis of responsibility conflicts which emerges in the public administration practice,like conflict among different powers,roles and interests,the article points out that it is difficult to realize the administrative responsibility in the real life,thus measures shall be taken both externally and internally to enhance the public organizations' responsible behaviors.
