楔入“破窗效应”营建我国行政监督环境

The Construction of Chinese Administrative Supervision Environment Based on Effect of Broken Windows

转型期的我国行政监督面临着一个复杂的、多元化的全球大气候,这既是机遇,也是挑战。对此,应该在分析行政监督环境的相关结构要素的基础上,找出我国行政监督的主要症结,并引入"破窗效应"的思维模式,从不同层次、不同方面、多维度上探求既能楔入行政隔离带、链接行政系统的内监督环境,又能营建基于政治价值取向、社会人文氛围和法制建设框架的外监督环境,进而积极有效地应对、控制和解决由于行政环境恶化所引起的"引爆点"边界问题,实现在阳光监督下的和谐行政氛围。

Chinese administrative supervision is currently facing a complex and diversified global situation,which presents both a chance and a challenge.Correspondingly,components of the structure in an administrative supervision environment shall be analyzed and main problems be identified.Concept of Effect of Broken Windows shall also be introduced from perspectives of multi-level,multi-polar and multi-dimension to construct both an environment based on the political values,social cultural atmosphere and legal system,and an internal supervision mechanism,which can be wedged into the administrative separation zone and integrates various administrative systems.Thus problems such as corruption could be checked,tackled and resolved,and a harmonious administrative atmosphere be achieved under the transparent supervision.
