摘要
综述和讨论了欧盟阻燃行业的"自愿控制排放计划"的意义、内容、实施情况以及实施效果(降低阻燃剂向环境中的排放)。并对我国推行阻燃剂的减排提出了一些具体建议。
The significance, content, practice and achievements of Voluntary Emissions Control Action Programme（VECAP）, which has been carried out in flame retardant industries in EU, were reviewed and analysed. Finally, some sugesstions on carrying out emission reduction in flame retardants in China were presented.
