双重垄断下中国垄断行业改革:逻辑次序与路径选择

我国的垄断现状是由传统的计划经济体制衍生而来的,其本质特征是寄附于自然垄断之上的过度行政性垄断。垄断行业改革涉及竞争、产权、规制与治理等多个层面,它们之间的不同组合及其协同互动关系共同决定了特定行业的产业绩效水平。中国的垄断行业改革,必须遵循优先重构规制体系、分类渐次破除行政性垄断的总思路,从产权、竞争、规制与治理等各个层面作出相应的制度安排。

Double monopoly is the essential character of China monopoly industry. The reform of monopoly industry consists of several factors, such as ownership, competition, regulation and governance etc. From the conditions of the monopoly industry＇s practical character, Chinese monopoly industry＇s reform should reconstruct regulation systems prior to canceling administrative monopoly, and build the regulation systems from the respect of ownership, competition, regulation and governance etc. of course, the research plays an important role in deepening China monopoly industry＇s reform.
