摘要
为解决资金短缺这一"空心村"改造过程中的难题,从分析现行"空心村"改造模式的弊端入手,借鉴城市经营理念,提出村庄经营的概念、内涵,并对可行性进行分析。村庄经营的内涵包括村庄经营的主体、客体、方式,即乡(镇)政府和村集体组织通过建设用地使用权的出让、出租、作价入股,公共娱乐设施的经营权和公共设施冠名权的转让等方式筹集资金。
In order to solve the problem of funds shortage in the process of ＂hollow village＂ reconstruction, this paper introduces the concept and content of village operation and analyzes the feasibility of village operation, involving the subjects, objects and ways of the operation. The idea and mode of village operation means that funds are raised by local governments and rural collective organization by way of selling, renting, valued sharing of construction land using rights and transferring rights of operation rights of public entertainment facilities and titling rights of public facilities.
