土地变更调查工作现状与变革及关键环节分析

An Analysis of Present Condition, Reform and Key Links of Land Use Change Survey

在分析土地变更调查变革推动力的基础上,提出新条件下土地变更调查新的工作流程,总结土地变更调查的基础性地位和作用。结合目前土地变更调查工作实际操作中存在的问题,指出土地变更调查新流程中外业调查和土地利用数据库及管理信息系统建设这两个关键环节,并以此从人才队伍、调查技术、技术标准和工作机制方面提出了具体建议。

On the basis of analyzing the reform impetus of land use change survey, this paper advances a new workflow of land use change survey under new conditions, and sums up the basic status and effect of the survey. In view of the problems in the land use change survey, this paper emphasizes two key links, i.e., field survey and land use data base and management information system in the new workflow, and offers proposals in terms of talented personnel, technology of the survey, technical standard and working mechanism.
