As land problems are complicated, we should strengthen ethics construction while restraining land administrators by law, regulation and system. Administration ethics should be evolved in a specific and subdivided manner, with different administrative bodies implementing different ethics norms. The practice of land administration indicates that land administrators are a steady and huge group of professionals, for whose moral problems there must be specialized ethics. The theory of land administrative ethics should be deeply rooted in the minds of land administrators, which will ensure harmonious land use.
