科学发展观与新一轮土地利用总体规划修编思考

A Discussion on Revision of New General Planning of Land Use

从科学发展观与土地利用总体规划的关系入手,对当前我国正在实施的土地利用总体规划与科学发展观理念相背离的情况进行了剖析。在此基础上,提出了以科学发展观为指导进行新一轮土地利用总体规划修编的6个具体建议:①树立真正意义的弹性规划理念;②重新审视土地利用总体规划的目标重点;③准确把握土地利用总体规划的功能定位;④规划科学性和可操作性的全面提升;⑤加大规划实施的监管力度;⑥真正实现公众参与规划编制。

The paper begins with an analysis of the relationship between the idea of scientific development and the overall planning of land use as well as the deviation of the overall planning of land use from the idea of scientific development. Based on the analysis, the paper puts forward suggestions for the new round of the revision of the overall planning, such as ①realization of actual flexible planning; ②reconsideration of planning aim; ③right positional understanding of planning function; ④improvement of planning rationality and operation; ⑤increasing of planning supervision; ⑥real public participation in planning revision.
