摘要
文章在充分分析当前教育改革与发展现状的基础上,认为教育改革旨在提高教育质量,质量提升有赖于评价,进而提出了民族教育改革与发展的瓶颈在于民族教育评价这个学理。根据民族教育的特殊性,基于内生性发展理念,提倡在理论上建构一个能够适合民族教育本身特征和引领提高民族教育质量的发展性评价系统,即和谐文化的价值目标→文化适切的指标设计→多种形式的评价方法→民族教育质量发展等逻辑,较为充分地论述了民族教育质量提升与民族教育评价的关系,并提出了建构文化适切性民族教育评价理念。
On the basis of a thorough analysis of current educational reform and development, the paper holds that the aim of educational reform is to improve educational quality, and that the improvement of quality relies on assessment. It further points out that the bottleneck for reform and development of ethnic education is the assessment of ethnic education. According to special characteristics of ethnic education and based on inner growing development conception, it advocates that a theoretical assessment system for development according to characteristics of ethnic education should be set up to improve ethnic education quality, which includes value goal of harmonious culture, indicator design of cultural relevance, diversified assessment methods and quality development of ethnic education. After a discussion of the relationship between improvement of ethnic education quality and assessment for ethnic education, it puts forward the construction of assessment conception with cultural relevance for ethnic education.
