从奥运场馆建设谈公共项目融资创新

摘要本文首先分析了几种传统融资模式对公共项目整体效用的影响,并基于公共项目的四个特点进一步探讨目前公共项目在融资过程中存在的局限性。随后,通过结合融资创新模式在奥运场馆建设中运用的成功案例,依据不同类型的公共项目在排他性与竞争性上的差异,相应地提出一些创新融资方式的建议。
