摘要
在通货膨胀压力加大、灾害频繁的2008年,5.12地震的灾后重建可以尝试开放集资建房,实行原地安置。如果因循以房地产开发为主导的思路,有可能导致灾区泡沫经济从而影响全国的经济发展。对集资建房的常见问题做出了解答,并提出了政府规划+社会帮助+灾民参与承包建设+专业人员技术支持的操作模式。
There are high frequency disasters in 2008 together with continuing high inflation in China, so the post-quake reconstruction should permit cooperation housing and protect survival' s land rights as original-place reconstruction. If the reconstruction concentrate land resources for some aggressive real-estate developments, the economy of earthquake areas will become high dangerous bubble economy, it will stricken Sichuan economy heavily, even endanger the whole China' s financial security. This paper answered frequently questions of cooperation housing and tabled a proposal of possible operating method.
