Adopting a theoretical framework constructed by Bernard Tschumi in his ＂Event-City 3＂, this paper gives an analysis to the new library of the Pontifical Lateran University of Rome in Italy, and reveals the creativity and flexibility in dealing with the relationship between the ＂concepts＂ of the architect, the ＂context＂ of a given environment and the ＂content＂ conceming functions, and uses.
