Analysis on Tony Blair Government's Electoral Reform

英国是世界上较早实行简单多数选举制的国家,但由于受其政治体制诸多方面的影响,一直未能对其现行的选举制进行改革。布莱尔执政的十年间,对英国选举制进行了20世纪以来最重大的体制改革,改革的总趋势是把简单多数制与比例代表制结合起来,实行不同形式的混合代表制。改革将会对英国政治体制产生重大影响。

Britain is one of the earliest countries which established the Winner-take-all electoral system in the world. But it failed to change its electoral system mainly due to political reasons. Tony Blair had reconstructed its winner-take-all system after he came into power in 1997, which is regarded as the most significant political reform in the 20^th century. The tendency of the reform is Hybrid system which combines winner-take-all system and Proportional Representation together. The reform will have great impact on British political system.
