摘要
通过对30年来特别是近20年来我国中小学评估政策演变的考察和分析,发现在评估主体、评估内容和评估制度建设等方面发生了以下变化:评估的行政主体由多元趋向一元;评估的社会主体由一元趋向多元;评估内容由重"单项"向重"综合",由重"硬件"向重"软件"转变。1997年后,评估制度建设的政策落后于实践的发展。我国中小学评估政策的变化不是随意和偶然的,有其内在的逻辑和必然,反映了这一时期基础教育事业发展的客观要求,同时也显示出我国中小学评估政策未来的发展趋势。
Through a study and an analysis on the change of the evaluation policy of China's secondary and elementary schools over the past 30 years, especially the recent 20 years, this paper discusses the following developments and movements in the entities of the evaluation, the context of the evaluation and the building of the evaluation system: the administrative entities of the evaluation have been moved from "the multiple channels" to "a single channel": the social entities of the evaluation have been moved from "a single channel" to "the multiple channels"; the context of the evaluation have been changed to focus on "the comprehensive items" rather than on "a single item" and to focus on "the software" rather than on " the hardware". After 1997. the policy on the building of the evaluation system has been lagged behind the development of the practice. The change of the evaluation policy of China's secondary and elementary schools has its own logistics and necessity, not by any random and coincident reason. It reflects the objective demands of the development of China educational course during this period. At the same time, it also foresees the future development and trend of the evaluation policy of China's secondary and elementary schools.
