Government's social regulation and construction of harmonious society

政府社会性管制具有纠正市场失灵、维护社会公共利益、保障社会安定有序等重要功能,是和谐社会建设强有力的推进器。然而,我国政府社会性管制失灵还普遍存在,严重影响社会和谐稳定。适应构建社会主义和谐社会的要求,必须确立社会性管制改革的根本取向,健全社会性管制的主体体系,综合运用命令性和激励性管制方法,实现对管制者的有效管制,从而完善我国政府的社会性管制职能。

Government＇s social regulation has important functions which include correcting market failure, protect public interest and guarantee the security of the society and so on. It is the strong impetus to construct harmonious society. However, the social regulation failure of our government has commonly existed, seriously influencing the harmony and stability of our society. In order to meet the requirements of constructing socialistic harmonious society, the basic orientation of social regulation must be set up, the main system of social regulation must be improved and compulsory and incentive regulation methods will be comprehensively used to realize effective regulation which at last perfects the functions of our government＇s social regulation.
