摘要
人力资本理论把教育看作为减少贫困的重要手段。在人力资本理论下,教育和收入之间被认为存在一种牢固的线性关系,随着教育水平的提高,收入也上升。人力资本理论虽然认识到了教育的消费性质,但它认为主要是教育对经济增长的贡献决定了其重要性。人文发展的方法更多地强调教育的内在价值,它把教育看作一种机会、一种权利,由此,教育同时发挥了发展的"建构性的"和"工具性的"作用。其政策含义是:应该在发展政策中赋予教育以优先权,因为教育不仅为发展做出了工具性的贡献,而且教育本身就是发展。
The theory of human capital has regarded education as an important means to reduce poverty. Based on such theory, education and income have been regarded as a solid linear rehtionship, the income will increase as the education level is improved. The theory also realizes the consumption side of education, but it believes the contribution made by education to the economic growth determines the importance of education. The human development method emphasizes more on the internal value of education and regards education as an opportunity and a fight. Therefore, education exerts constructive and instnanental functions. The indication of the policy is that education should be put as priority in the development policies not only because it has made instrumental contribution but also because education itself indeed is development.
