The organization and development of high- level athletic team in colleges and universities is a systematic project, which is a system of management by objectives composed of such multiple levels and elements as talent construction, system of educational management and physical conditions. This research is guided by the systematic and scientific theories and methods and through systematic analysis and research to provide a valid management program for the organization and development of high- level athletic team in colleges and universities.
