我国近年来国际收支中误差与遗漏项目的数额与方向变化反映出我国国际收支统计中产生了一些问题。其中,资本外逃是我国误差与遗漏项目长期偏向借方的一个重要原因。资本外逃若不加以控制,将对我国的经济产生负面影响。可以通过采取完善金融体制,综合使用财政政策、货币政策和汇率政策,合理引进外资,加强对资金流动的监督,建立、健全涉外企业的有关财务制度等方法来控制资本外逃。

AIn recent years, the change of the amount and direction of errors and omission item in the international balance of payments reflects some problems arising from China＇s international blalance of payments statistics. Capital flight, which will produce a negative effect on the economy of China if it can not be taken under control, is discovered to be one of the reasons for the long - term error and omission bias toward the borrower. This paper proposes some ways to cope with the capital flight, namely, a sound financial system, an integrated use of fiscal policy, monetary policy and exchange rate policies, reasonable introduction of foreign investment, strengthened supervision of capital flows, establishment or improvement of the financial system in foreign - related enterprises.
