抉择公平:贫困标准与政府的扶贫投入

A Fair Choice: the Standard of Poverty and Input to Alleviate Poverty from the Government

中国的贫困标准与政府的扶贫投入关系到抉择公平。确立客观的贫困标准,是抉择公平的前提;有效的扶贫投入是抉择公平的基础;而抉择公平的实现,则有赖于贫困标准与扶贫投入的和谐。在现有贫困标准下,政府的扶贫投入应首先解决贫困人口的基本生存问题,其次应解决贫困人口受教育、培训等根本性脱贫问题,最后再解决贫困人口普遍福利的问题,从而实现抉择公平。

The standard of poverty in China and the input to alleviate poverty from the government relate to the fairness of choice. Setting an objective standard of poverty is the prerequisite and effective input is the base of a fair choice, whereas the fair choice lies in the harmony between the two. Under the current standard, input to alleviate poverty from the government should solve the survival issue for the poor first, and then the fundamentals to get out of the poverty, such as the poor being educated, trained, the last the well - beings for the poor so as to realize the fair choice.
