我国农村公共产品供给效率的实证分析

An Empirical Analysis of the Supply Efficiency of Rural Public Goods

从马克思主义社会再生产环节的基本理论出发,基于"消费是生产的目的",则公共产品供给的效率可以从消费的角度进行衡量。以收入为自变量的农民七大类消费品支出函数模型可以评价目前我国农村公共产品的相对供给效率。经过实证分析后发现,目前我国农村公共产品供给发挥出的效用水平低于私人属性产品供给发挥出的效用水平。随着收入的增加,农村中最短缺的是交通通讯,其次是医疗保健,然后才是文化娱乐教育服务。这反映出农民目前公共产品需求中的发展型和物质型的需求意愿强于精神型的需求意愿。

Starting with the basic theories on Marxism reproduction in society, the supply efficiency of public products can be measured in terms of consumption based on consumption is the purpose of production. Functional Model of seven kinds of consumption goods expenditure with the variable of income can assess the relative supply efficiency of rural public prod- ucts. The results from empirical analysis show that the effectiveness of rural public products is lower than personal nature products. With the increase of income, transportation and communication are the shortest in rural areas, followed is medical care, and then is culture, entertainment and education. This reveals, among farmers＇ current demands, developmental and material wills are superior to mental ones.
