On Two Dimensions of the Rural Public Crisis Governance

随着农村社会转型加速,农村公共危机成为一种常态化的危机形态,农村公共危机性质决定了治理必须是多主体的,因此,用治理代替管理是必然趋势。应对现阶段日益严重的公共危机就必须首先建立相应的危机治理体系,但由于农村公共危机产生的原因具有多重性和复杂性,以及其本身所带来的危害的严重性和广泛性,决定了化解农村公共危机必须依靠治理体系的建构与价值准则的确立这两个维度的互动来实现。

With the accelerating transformation of rural society, rural public crisis becomes the normal pattern of crisis. And its nature leads to a crisis governance with multi-main bodies. Therefore, it is an inevitable trend to replace the management with the governance. Dealing with the increasingly serious public crisis of the present stage, we should first establish the governance system to govern the corresponding crisis. However, the reasons of the rural public crisis are multiple and complex, and the crisis itself brings some serious and widespread harm. As a result, it depends upon the interaction between construction of governance system and establishment of value criterion these two dimensions to achieve the rural public crisis governance.
