对高校学报健康和谐发展的若干思考

Thoughts on a Healthy and Harmonious Development of the University Journal

当前高校学报存在量多质次、发行量低、学术属性异化、钱稿交易等影响学报健康发展的不和谐因素。这些问题的最终解决有赖于我国学术评价制度的根本改革,目前比较可行的解决方法还在于加强管理,提高学报质量。重点应放加强学报质量的监控上,包括建立与完善学报质量监控体系、学报编辑人员工作业绩考核指标等。

There are some inharmonious elements such as an inbalance between the quality and quantity of the articles published , a low quantity issued , the academic attribute disassimilation and the phenomena of an exchange of money and publication right etc. which affect a healthy and harmonious development of the university journals. The untimate remedy of these inharmonious elements relies on a thorough reform on the academic appraisal system. The practical solutions are an enhancement of the management and administration and a promotion of the journal quality. The importance must be placed on the supervision over the journal which includes to estalish a sound supervising quality control system and a better inspection on the achievements targets over the journal workers.
