善治理论下社会组织对于政府权力的制约

Social Organization's Restriction on Government Power under the Perspecctive of Good Governance Theory

中国共产党通过对党员的监督,完成对于政府权力的监督这一传统监督体制存在不足之处。而善治理论是20世纪末出现的一种新的权力构架理论,它主张通过分权的方式使得国家权力完成由威权政府向社会回归,而对于政府权力的制约则是政治学中的一个热点问题。社会组织因为其本身的特点,成为政府职能转变过程中分权的一个重要载体,并且由于其体制外的身份,通过不同途径对政府权力进行制约,从而成为我国自律性社会的形成和民主化过程中的重要助推器。

The Communist Party of China supervises the government power through supervising number of the Cmmunist Party, but this traditional supervising systems is not perfect. Good governance theory, a new theory of power frame which appeared in the last 20th century, advocates making the national power completely return to community through decentralization. Because of its own characteristics, social organization becomes an important carrier of decentralization in the transformation of the government functions ; and it supervise the government power in different ways. Owing to its status outside the system, social organization has became an important booster in the formation of a self-disciplined civil society and political democratization.
