摘要
中止减让是保障措施机制的一个重要组成部分,它是一种制约保障措施使用的报复性手段,具备独特的制度价值。但中止减让的权利并不是毫无限制的,本文结合GATT1994和《保障措施协定》的规定,对中止减让存在的问题进行分析,以期有利于我国的相关实践。
The concessions of suspension is an essential part of safeguard measure mechanism. It is a kind of retaliatory measure to constrain safeguard measures, which have its own values. But the fights of concessions of suspension are limitless. Combining GATT1994 and ＂Agreement on Safeguard Measures＂, several problems of concessions of suspension are analyzed to hope to benefit China＇ s related practice.
