城市快速扩张与集约用地的矛盾协调研究——以江苏省盐城市为例

Study on Coordination of Rapid Urban Expansion and Intensive Land Use——A Case Study of Yancheng City,Jiangsu Province

受经济利益的驱使,大量建设项目在规划建设用地之外布局或建设,导致既有规划被频繁突破,城市快速扩张与集约用地之间的矛盾日益突显。本文以盐城市为例,基于有机集中与分散的规划视角,采用"逆向"规划思维,提出对非城市建设用地进行规划,以加强对非建设用地的控制管理。同时,提出盘活存量土地、借助生态廊道控制、实施精明增长等策略,以协调城市快速扩张与集约用地之间的矛盾。

Driven by economic interests, many construction projects were constructed outside of building layout and many plans have been frequently led to a breakthrough, and to highlight increasingly the conflicts between the rapid expansion of cities and intensive land use. Taking Yaneheng City as an example, based on the concentration of organic focus and decentralized planning perspective, we propose the planning of non-urban land to strengthen the control of non-construction land management. In addition, we put forward the strategy of ＂invigorating the stock of land＂ ,＂ ecological corridor＂ control and implementing ＂smart growth＂ management strategy, to achieve to coordinate the conflicts of rapid re＇ban expansion and intensive land use.
