江苏省小型水库安全管理现状及对策

State quo and countermeasures of safety management for small reservoirs in Jiangsu Province

小型水库数量众多,分布面广,普遍存在安全责任不落实、管理粗放、病险率高、工程设施不配套等问题,已成为工程管理和防汛工作的薄弱环节。有些水库正面临工程老化失修,效益衰减的形势。通过对小型水库管理现状及成因的全面分析,遵循现代水利和可持续发展思路,既提出了加强宣传、完善政策法规及制度建设、积极推行公共参与等宏观对策措施,又提出了落实安全管理责任、建立健全管理机构、规范管理、加强培训、加快除险加固步伐、深化管理体制改革等微观对策措施。

In Jiangsu Province,there are numerous small reservoirs distributed widely with the problems of unworkable safety responsibili- ty,simple management,high trouble and dangerous ratio,incomplete auxiliary projects etc.,and has become the weak link of project management and flood control.Some small reservoirs are facing ageing and disrepair situation.Through overall analysis of small reservoir management state quo and genesis and according to sustainable principle of modem water conservancy,the macro-countermeasures of strengthening propaganda,perfecting policy and law-regulation and system construction,actively implementing public participation,and also the micro-countermeasures of implementing safety management responsibility,setting up and perfecting management organization,standardizing management,strengthening training,speeding up danger removal and consolidation of reservoir,deepening management system renovation etc.are put forward.
