党的十七大报告提出的法治精神博大精深、内涵丰富。公安机关践行法治精神有利于推进社会主义法治国家建设的进程,有利于社会主义和谐社会的构建,有利于建设一支高素质的公安队伍。当前形势下,公安机关应该公正执法,树立法律至上的精神;公开执法,树立公平正义的精神;严格执法,树立保障权利、限制权力的精神,从而践行法治精神的基本要求。

The spirit of riding by law put forward in the report of the 17th NCCCP is deep and abundant. The practice of it in police organs is beneficial to promote the process of building socialist country ruled by law, to build socialist harmonious society and to construct police troops with high quality. At present, police organs should carry out justice law enforcement and set up the law - topped spirit, enforce the law openly and set up the spirit of justice and fairness, enforce the law strictly and set up the spirits of ensuring rights and restricting power in order to practice the foundamental demands of ruling by law.
