On People's Livelihood and Innovation of Ruling Conception of the Government

民生是一个古老的话题,但在新的历史时期又被赋予很多新的内涵。民生问题的成功解决与政府执政理念存在着密切关系。借鉴西方国家有关政府执政理念从传统公共行政向新公共管理、新公共服务转变的研究成果,结合我国民生现实,可以看出:当前我国政府执政理念创新的关键在于以民生为导向,坚持以人为本,建立责任政府,实现社会公正。

People＇s livelihood is an old topic but has new connotations in the new era. The issue of people＇s livelihood is closely connected with the ruling conception of the government. The paper, drawing lessons from studies on the transition of the ruling conception of the government in western countries from traditional public administration to new public administration and to new public service and taking into consideration the reality of people＇s livelihood in China, argues that the crucial aspect of innovating the ruling conception of Chinese government rests on the people＇s livelihood-directed and people-oriented conception, establishment of responsible government and realization of social justice.
