What diplomatic relations should be established between countries after all？ Be allied （e.g. the relationship between America and Britain）, or be confronted （e.g. the relationship betweeh Iraq and America）, or should be neither confronted nor allied but keeping good-neighboring strategic partnership which can help the two countries develop healthily, esp. help the comparatively weak power.
